PEPPM has been developed and is managed by staff of a school agency for school, library and other approved buying agency use. PEPPM allows you to shop for and buy thousands of items from hundreds of product lines. You can use the resources of electronic procurement, to place your orders on-line, or using more conventional methods, you can fax a paper purchase order to our toll-free fax service. PEPPM purchases are legally protected under the bid laws of participating states where applicable, as well as any private education institutions throughout the United States, eligible to purchase technology products without competitive bidding.

PEPPM is designed to reduce the time and effort between the decision to buy and the receipt of the products. By centralizing the bid process, time, effort and money is saved on the bidding process. By enabling on-line shopping and toll free fax for paper purchase orders, time, effort and money is saved on the procurement process. And, by providing dynamic competitive pricing, money is saved on the price. PEPPM has been in existence since 1982, and over $1.5 billion in purchases have been made through the program in Pennsylvania alone, with estimated savings over $400 million!

COSTARS is a service provided by the Department of General Services for Local Public Procurement Units within the Commonwealth of Pennsylvania as established by Section 1902 of Act 57 on May 15, 1998, as amended by Act 142 of December 3, 2002, 62 Pa. C.S. Section 1902. and Act 77 of July 15, 2004, 62 Pa. C.S. Sections 1902 and 2107. These acts authorize Local Public Procurement Units to participate in those contracts for supplies and services made available by the Department of General Services. Eligible Local Public Procurement Units are defined as:

• Any political subdivision

• Any public authority

• Any tax exempt, nonprofit educational or public health institution or organization

• Any nonprofit fire, rescue or ambulance company

• And to the extent provided by law, any other entity, including a council of government or an area government that expends public funds for the procurement of supplies and services.
